U.S. Department of Transportation Maritime Administration (MARAD)

ICRC is under direct contract with MARAD to provide program management for the intermodal expansion of the Port of Anchorage. This $375 million project will add 135 acres of new engineered real estate through tidal fill activities, as well as create more than 8,800 feet of new waterfront wharf for the Port.

ICRC’s responsibilities for the project range from program oversight, planning, cost estimating, and scheduling to environmental permitting, professional design services, materials procurement, construction management, information technology, and quality control.

ICRC is working cooperatively with stakeholders and Port users to develop a phased program administration that will advance the project while maintaining the uninterrupted flow of goods in and out of Alaska. While adhering to aggressive permitting and design development schedules, ICRC already has undertaken specific construction improvements to align the existing Port with the planned expansion that will take place during the next several years.

ICRC’s current work for the Port project includes significant environmental and permitting efforts that must be completed before major construction begins. These efforts entail conducting baseline studies and environmental impact assessments, as well as securing tideland fill permits and obtaining mining permits for the extraction and transporting of engineered fill.

Additional activities include the mining, sorting, and screening of 850,000 cubic yards of fill material from borrow sites, development of associated haul roads, and the creation of 23 acres of new land north of the existing Port. This area will be created by constructing a 2,500 foot long temporary dike and then filling the retaining structure with earthen fill.
